Introduction
Overall accountable for the growth and development of the Oil & Gas sector portfolio within Corporate and Institutional Banking through the establishment of strategic relationships and effective engagement with key stakeholders, clients, International Oil Companies (IOC’s), Tier 1 and Tier 2 contractors, operators, contractors, suppliers, regulators and industry participants across the Oil & Gas value chain. The primary focus is on positioning Bank Windhoek as the preferred financial partner within Namibia's emerging Oil & Gas industry by acquiring new-to-Bank clients, deepening existing client relationships, increasing wallet share, and delivering integrated banking solutions that enhance profitability within acceptable risk profile requirements. Key Performance Areas

1. Strategic Sector Leadership
•    Develop, refresh and execute the Oil & Gas sector plan in alignment with CIB strategy and the Bank’s strategic fundamentals by driving sustainable growth, strengthening customer excellence, embedding technology at the core of sector execution, building internal talent and capability, and upholding business fundamentals through disciplined risk management, compliance, ESG considerations and operational efficiency.
•    Design and own the Oil & Gas customer value proposition and ensure that product, pricing, credit, treasury, transaction banking and service models are fit for sector opportunities.
•    Translate market insights, competitor activity, project timelines, trade flows and client requirements into actionable coverage plans, deal strategies and growth initiatives.
•    Drive the Oil & Gas Strategic Delivery Forum or equivalent governance structure by tracking decisions, risks, dependencies, pipeline movement, client acquisition and milestone delivery.
•    Recommend improvements to systems, processes, product gaps and operating model requirements to support current and future Oil & Gas participation.

2. Business Origination and Revenue Growth
•    Identify, originate and convert new-to-bank and existing-client opportunities across upstream, midstream, downstream and support-services segments.
•    Drive sustainable growth in assets, liabilities, deposits, transactional banking, foreign exchange, trade finance, guarantees, cash management, project or infrastructure finance and non-interest revenue.
•    Develop a prioritised sector pipeline that includes operators, Tier 1 and Tier 2 contractors, logistics, transport, fuel supply, warehousing, ICT, recruitment, medical services, insurance, accommodation, catering, construction and industrial support services.
•    Structure integrated client solutions that balance client needs, profitability, risk appetite, capital allocation, pricing discipline and execution feasibility.
•    Actively support participation in strategic infrastructure opportunities such as shore bases, logistics hubs, warehousing, industrial parks, accommodation infrastructure and related support facilities.

3. Sector Expertise, Market Intelligence and Thought Leadership
•    Maintain deep, current knowledge of the Oil & Gas value chain, project lifecycle, procurement models, contract structures, local-content requirements, HSSE expectations, ESG considerations, regulatory developments and global market dynamics.
•    Provide expert sector guidance to Relationship Managers, Credit, Treasury, Transactional Banking and other Bank stakeholders to improve client engagement, credit assessment and product relevance.
•    Produce sector research, client briefings, competitor analysis, opportunity papers, market updates and executive reports that strengthen BW CIB’s decision-making.
•    Lead internal capability-building initiatives to improve sector literacy, including practical training for frontline and enablement teams on value-chain dynamics, risk drivers, financial products and client engagement requirements.
•    Convert industry intelligence into practical origination themes, target lists, product opportunities and risk mitigation strategies.

4. Client Relationship Management and Stakeholder Ecosystem
•    Build and maintain senior strategic relationships with international oil companies, local operators, major service providers, contractors, suppliers, government stakeholders, regulators, industry forums, DFIs, correspondent banks and strategic partners.
•    Ensure each priority client has a clear relationship strategy, opportunity map, wallet-share ambition, stakeholder map and service plan.
•    Act as KYC and client-insight champion by developing a practical understanding of each client’s ownership, operating model, strategic direction, procurement cycle, contract base, risks and banking needs.
•    Coordinate contact across the Bank to provide a single, coherent engagement experience to strategic Oil & Gas clients and ecosystem participants.
•    Represent the Bank professionally at industry events, client meetings, forums, conferences, stakeholder sessions and partnership engagements.

5. Product Solutions, Transaction Execution and Cross-Sell
•    Market, package and execute tailored banking solutions including working capital, term lending, contract-backed finance, trade finance, guarantees, letters of credit, FX, treasury risk management, deposits, payments, collections, merchant services, cash management, workplace banking and advisory support.
•    Collaborate with product partners to develop or refine solutions for supplier finance, contract finance, CFC or foreign-currency accounts, import and export flows, hedging, infrastructure funding and structured finance.
•    Coordinate the full transaction cycle from origination, pre-screening and mandate development through credit submission, approval, implementation, fulfilment and post-deal monitoring.
•    Prepare high-quality pitches, client proposals, internal memoranda, credit inputs, financial analyses and presentations for senior stakeholders.
•    Ensure that specialist product skills are introduced at the right stage and level to deliver solutions that meet client needs and Bank return thresholds.

6. Credit, Risk, ESG and Compliance Discipline
•    Maintain ownership of sector-level risk awareness, including credit, concentration, market, FX, liquidity, operational, reputational, ESG, HSSE, anti-corruption and compliance risks.
•    Conduct pre-assessment of opportunities with Credit and Relationship Managers, ensuring that deal motivations include sector context, contract quality, client vulnerabilities, cash-flow drivers and mitigating factors.
•    Support the development and implementation of a fit-for-purpose Oil & Gas risk appetite framework, including exposure limits, sector sub-limits, risk-adjusted return expectations, pricing discipline and monitoring routines.
•    Ensure all client engagement and transaction execution complies with Bank policies, KYC/AML requirements, sanctions screening, environmental and social expectations, procurement integrity and regulatory requirements.
•    Monitor portfolio quality, early-warning indicators, covenant compliance, facility utilisation, arrears, profitability and remedial action plans.

7. Portfolio, Financial and Management Reporting
•    Own the Oil & Gas sector dashboard and pipeline reporting for client acquisition, revenue, deposits, advances, exposures, trade and FX flows, risk appetite usage, opportunity conversion and milestone delivery.
•    Provide regular management reports, board or executive updates, sector packs and portfolio reviews that are timely, accurate, commercially relevant and action-oriented.
•    Track performance against financial targets, including assets, liabilities, net interest income, non-interest revenue, risk-adjusted returns, impairments and contribution.
•    Identify default-risk accounts, underperforming relationships, missed cross-sell opportunities and service delivery failures, and recommend corrective actions.
•    Maintain disciplined file management, client plans, pipeline records, call reports, opportunity trackers and governance evidence.

8. Cross-Bank Coordination and Service Delivery
•    Coordinate CIB, Commercial, SME, Retail, CPW, Treasury, Credit, Compliance, Legal, Risk, Transactional Banking, Digital, Marketing and other stakeholders to deliver integrated Oil & Gas solutions.
•    Escalate and resolve client service barriers, onboarding constraints, documentation issues, product gaps, system limitations and internal execution dependencies.
•    Ensure clients understand the Bank’s operating model, relationship contacts, product specialists and service channels.
•    Promote consistent, high-quality client experience by ensuring solutions are delivered accurately, efficiently and within approved service standards.
•    Embed lessons learned from client engagements and transactions into process improvements, product development and sector governance.

9. People Leadership and Capability Building
•    Lead, coach and develop direct reports and assigned sector resources to build relationship management, credit, origination, market insight and client engagement capability.
•    Define clear objectives, KPIs and personal development plans for team members working on the Oil & Gas portfolio or sector coverage activities.
•    Promote a client-centred, commercially disciplined, collaborative and accountable culture across the Oil & Gas execution team.
•    Develop succession, knowledge-sharing and training practices to reduce key-person dependency in a specialist sector.

Minimum requirements

Minimum Qualifications

·        Matric / Grade 12.

·        A Commerce, Banking, Finance, Economics, Accounting, Business Management, Engineering, Energy Studies or related degree or equivalent qualification.

·        A postgraduate qualification in Corporate Finance, Financial Analysis, Business Management, MBA, CFA, credit qualification, project finance, energy or a related commercial discipline will be an added advantage.

·        Relevant industry certifications or practical training in Oil & Gas, ESG, HSSE, trade finance, structured finance, treasury or project finance will be advantageous.

Minimum Experience, Knowledge and Skills

·        Minimum of 7 years’ banking experience, of which at least 5 years should be in corporate banking, institutional banking, investment banking, relationship management, structured finance, trade finance, project finance, mining, energy, infrastructure or a related discipline.

·        Proven experience managing corporate client relationships, originating new business, coordinating internal stakeholders and delivering against financial targets.

·        Demonstrated ability to analyse complex financial information, prepare strong credit motivations and structure solutions within an acceptable risk profile.

·        Exposure to energy, mining, infrastructure, project finance, trade finance, commodity finance, foreign exchange, transactional banking or large supplier ecosystems will be a strong advantage.

·        Knowledge of Namibia’s Oil & Gas developments, local-content priorities, regulatory environment, strategic industry stakeholders and broader energy value chain will be advantageous.
